The year of construction is unknown, but it is known as the fountain with the most abundant water in the city, and residents from even the most distant neighborhoods used to come here to supply themselves. There are records from the year 1884 stating that Haxhi Halil Fici donated 1,000 kuruş for the restoration of this fountain. It is assumed that the name comes from the plentiful water, as in the local dialect the word with an “a” – ball (ujë me ballëk – water in abundance) – is used.
